Mr. Bagby submitted for consideration the following resolutions: Resolved, That the Constitution of the United States is a compact between co-equal sovereigns, by which they, and each of them, delegate certain specified powers to form a general government for the common benefit of all the parties to said compact, and such as might become parties to it .
