Mr. Mason made the following report: The Committee on Naval Affairs, to whom was referred the resolution of the Senate instructing them "to inquire whether the clause in the first section of the act of September 28, 1850, providing for the construction of a sectional or balance floating dry-dock, basin, and railway at such harbor on the coast of the Pacific as the Secretary of the Navy may select, can be so amended, and the plan so modified, as to save a large amount of public money," have had the same under their consideration, and report .
