| Sommario/riassunto: | Los pa ses en desarrollo pierden aproximadamente $ 20-40 mil millones cada a o por causa de sobornos, malversaci n de fondos y otras pr cticas corruptas. S lo una m nima parte se recupera. Esta enorme brecha en la recuperaci n real de los activos robados apunta a la presencia de importantes barreras que impiden su recuperaci n. Con el fin de llenar este vac o, la Iniciativa para la Recuperaci n de Activos Robados (StAR) ha lanzado Barreras para la recuperaci n de Activos, un an lisis exhaustivo de estos impedimentos y su impacto negativo. La cooperaci n internacional es fundamental. La Convenci n de las Naciones Unidas contra la Corrupci n es una plataforma clave para fomentar este tipo de acci n colectiva, como lo demuestran los compromisos asumidos por los gobiernos, la sociedad civil y el sector privado aun as , varias de las barreras identificadas no pueden superarse a trav s de la convenci n. Bas ndose en la experiencia de profesionales con experiencia pr ctica, este estudio tiene por objeto orientar a los responsables de formulaci n de pol ticas y promover recomendaciones pr cticas destinadas a ayudar a las jurisdicciones en la elaboraci n de pol ticas efectivas para recuperar energ ticamente los activos robados. El G-20, las organizaciones internacionales, instituciones financieras, agencias de desarrollo y la sociedad civil tienen un papel clave que desempe ar en asegurar un progreso concreto en la implementaci n de estas recomendaciones. |
