Mr. Burnet made the following report: The committee to whom was referred the memorial of the mayor, aldermen, and inhabitants, of New Orleans, beg leave to report: That it appears from the memorial, that, in laying out the City of New Orleans, a number of lots, or pieces of ground, called quays, were left contiguous to the Mississippi River .
