If the assessors assess any man beyond one-twentieth of his estate he may appeal within six days after having paid one half of his assessment. On his oath the authorities may abate the assessment. If the oath is afterwards proved false he shall pay the whole sum assessed as a forfeit. The whole to be recovered by distress if not paid.
