Sommario/riassunto: "The enlargement of the European Union with a considerable number of new member states will have great influence on the ability of the Union to function adequately. In this study the authors therefore offer a comprehensive and reasoned overview of enlargement and integration strategies that may strengthen the EU’s capacity to act in the context of enlargement. After having delineated the main features of the EU model as it emerges from the Treaties and other major EU documents, the authors identify two sets of evaluation criteria, on the basis of which the strengths and weaknesses of the various enlargement strategies are assessed. This working document has been written for the project ‘Enlargement of the EU to Central and Eastern Europe (CEE)’ that the Netherlands Scientific Council for Government Policy (WRR) has on its working programme. As such, it contributes to achieving the central objective of the project, that is to provide building blocks for the European policy of the Dutch government with respect to the process of ac-cession to the European Union of the CEE countries (the enlargement problem); the preservation of the achievements of the Union after enlargement (the implementation and enforcement problems); and the design of decision-making structures that would put the EU in the position to meet the internal and external challenges after enlargement in an effective and legitimate way (the decision-making problem)." -- Preface
