For several years, the scientific community of public research has been advancing the need to create a legal and organizational framework for access to scientific and technical data and information in the digital world, in particular to data resulting from its own research activity. This White Paper reports on these reflections, on the practices of researchers in the use of scientific and technical information and digital tools.
