We find that fiscal deficits do not help in focusing policymakers on undertaking reforms. To the contrary, the larger the deficit, the lower is the likelihood of reforms. Large deficits apparently imply strong claims on the budget and, hence, generate unwillingness to impose self-discipline. As such, countries will tend to move either to small fiscal deficits and good institutions or large deficits and weak institutions. Economic shocks (if they are large enough) can help build a constituency for improving budget institut 410 0$aIMF Working Papers 606 $aBudget process$zEurope 606 $aBudget deficits$zEurope 608 $aElectronic books. 615 0$aBudget process 615 0$aBudget deficits 676 $a352.48 700 $aFabrizio$b Stefania$0888385 701 $aMody$b Ashoka$0888386 801 0$bMiAaPQ 801 1$bMiAaPQ 801 2$bMiAaPQ 906 $aBOOK 912 $a9910464004803321 996 $aBreaking the impediments to budgetary reforms$91984641 997 $aUNINA LEADER 00774nam0-2200265 --450 001 9910867901103321 005 20240708104949.0 010 $a978-88-552-6455-6 020 $aIT$b2022-5627 100 $a20240708d2021----kmuy0itay5050 ba 101 0 $aita 102 $aIT 105 $a 001yy 200 1 $aAvviamento alla filologia testuale$eMedioevo italiano e romanzo$fAlfonso D'Agostino 210 $aMilano$cLedizioni$d2021 215 $a563 p.$d24 cm 610 0 $aFilologia romanza 700 1$aD'Agostino,$bAlfonso$f<1951- >$0319615 801 0$aIT$bUNINA$gREICAT$2UNIMARC 901 $aBK 912 $a9910867901103321 952 $a449 DAGO 01$b2023/7037$fFLFBC 959 $aFLFBC 996 $aAvviamento alla filologia testuale$94172517 997 $aUNINA
