In particular, it asks how an institution which is so riddled with veto points manages to be such an active and aggressive policy maker. He?ritier argues that the diversity of actors' interests and the consensus-forcing nature of European institutions would almost inevitably stall the decision-making process, were it not for the existence of creative informal strategies and policy-making patterns. Termed by the author 'subterfuge', these strategies prevent political impasses and 'make Europe work'. The book examines the presence of subterfuge in the policy domains of market-making, the provision of collective goods, redistribution and distribution. Subterfuge is seen to reinforce the primary functions of the European polity: the accommodation of diversity, policy innovation and democratic legitimation. Professor He?ritier concludes that the use of subterfuge to reconcile unity with diversity and competition with co-operation is the greatest challenge facing European policy-making. 410 0$aTheories of institutional design. 517 3 $aPolicy-Making & Diversity in Europe 606 $aPolitical planning$zEuropean Union countries 615 0$aPolitical planning 676 $a338.94 700 $aWindhoff-He?ritier$b Adrienne$f1944-$0728416 801 0$bUkCbUP 801 1$bUkCbUP 906 $aBOOK 912 $a9910455075503321 996 $aPolicy-making and diversity in Europe$92467978 997 $aUNINA LEADER 01006nam a2200253 i 4500 001 991003856039707536 008 080905s1994 it 001 0 ita 035 $ab13761547-39ule_inst 040 $aFacoltà SSPT$bita 082 0 $a193 100 1 $aAdorno, Theodor Wiesengrund$033732 245 10$aMinima Moralia :$bmeditazioni della vita offesa /$cTheodor W.
