Michael Horowitz argues that a state or actor wishing to adopt a military innovation must possess both the financial resources to buy or build the technology and the internal organizational capacity to accommodate any necessary changes in recruiting, training, or operations. How countries react to new innovations--and to other actors that do or don't adopt them--has profound implications for the global order and the likelihood of war. Horowitz looks at some of the most important military innovations throughout history, including the advent of the all-big-gun steel battleship, the development of aircraft carriers and nuclear weapons, and the use of suicide terror by nonstate actors. He shows how expensive innovations can favor wealthier, more powerful countries, but also how those same states often stumble when facing organizationally complicated innovations. Innovations requiring major upheavals in doctrine and organization can disadvantage the wealthiest states due to their bureaucratic inflexibility and weight the balance of power toward smaller and more nimble actors, making conflict more likely. This book provides vital insights into military innovations and their impact on U.S. foreign policy, warfare, and the distribution of power in the international system. 606 $aMilitary art and science$xTechnological innovations$xHistory 606 $aMilitary art and science$xTechnological innovations$xPolitical aspects 606 $aMilitary art and science$xTechnological innovations$xEconomic aspects 606 $aBalance of power 606 $aInternational relations 606 $aMilitary policy 608 $aElectronic books. 615 0$aMilitary art and science$xTechnological innovations$xHistory. 615 0$aMilitary art and science$xTechnological innovations$xPolitical aspects. 615 0$aMilitary art and science$xTechnological innovations$xEconomic aspects. 615 0$aBalance of power. 615 0$aInternational relations. 615 0$aMilitary policy. 676 $a355/.07 700 $aHorowitz$b Michael$f1978-$01029004 801 0$bMiAaPQ 801 1$bMiAaPQ 801 2$bMiAaPQ 906 $aBOOK 912 $a9910465428603321 996 $aThe diffusion of military power$92445222 997 $aUNINA LEADER 01025nam a22002651i 4500 001 991000412249707536 005 20040826130233.0 008 040920s2001 it ita 020 $a9788834811726 035 $ab13216685-39ule_inst 035 $aARCHE-116292$9ExL 040 $aSet.
