En primer lugar, había una serie de hipótesis sobre la naturaleza de la élite peruana. En segundo orden, una serie de consideraciones sobre el sistema político; sobre el sistema de estratificación que presentaba, en esos años, la sociedad peruana tomada en su conjunto. Y había también un esbozo de interpretación, de comprensión en el sentido psicocultural, de lo que se podría llamar la cultura política del Perú de aquel momento. Naturalmente, estas tres referencias han sido transformadas en su evolución subsecuente. Es evidente que el análisis tocando la élite peruana, la famosa oligarquía, se encuentra en gran medida, obsoleto. Y sin embargo, sería interesante saber si a pesar de que esa oligarquía (que yo había descrito con una cierta complacencia y con esfuerzo de comprensión que no siempre se me ha recompensado) a pesar, digo, de haber sido sustituida, de haber desaparecido, de haber sido quebrada se mantienen aún ciertos mecanismos no oligárquicos. En otras palabras, si a pesar de la destrucción del cuerpo, el espíritu y las tendencias oligárquicas se han mantenido en la nueva élite peruana.
