CONCLUSIONS AND POLICY IMPLICATIONS""; ""APPENDIX I""; ""REFERENCES"" 330 3 $aStatistics indicate that the economic and social development of women in the Middle East and North Africa (MENA) compares unfavorably with most regions in the world. This paper assesses the influence of government expenditure and taxation policies on the economic and social welfare of women in the region. On the expenditure side, we test the explanatory power of public social spending in the determination of key female social indicators. We find that the relatively weak social outcomes for MENA women are not explained by the amount of government social spending, suggesting the answer lies in the efficiency and reach of present spending. With respect to taxation, the main issues in the literature on gender bias in taxation are highlighted and applied in a general manner to the MENA context. Some simple policy recommendations are suggested. 410 0$aIMF Working Papers; Working Paper ;$vNo. 2003/244 606 $aWomen$zMiddle East$xEconomic conditions 606 $aWomen$zAfrica, North$xEconomic conditions 606 $aWomen$zMiddle East$xSocial conditions 606 $aWomen$zAfrica, North$xSocial conditions 606 $aTaxation$zMiddle East 606 $aTaxation$zAfrica, North 606 $aFiscal policy$zMiddle East 606 $aFiscal policy$zAfrica, North 606 $aEconomics of Gender$2imf 606 $aEducation$2imf 606 $aEducation: General$2imf 606 $aExpenditure$2imf 606 $aExpenditures, Public$2imf 606 $aGender studies$2imf 606 $aGender$2imf 606 $aHealth care spending$2imf 606 $aHealth economics$2imf 606 $aHealth$2imf 606 $aHealth: General$2imf 606 $aNational Government Expenditures and Health$2imf 606 $aNational Government Expenditures and Related Policies: General$2imf 606 $aNon-labor Discrimination$2imf 606 $aPublic finance & taxation$2imf 606 $aPublic Finance$2imf 606 $aWomen & girls$2imf 606 $aWomen$2imf 606 $aWomen's Studies$2imf 607 $aMiddle East$xSocial policy 607 $aAfrica, North$xSocial policy 607 $aUnited States$2imf 615 0$aWomen$xEconomic conditions. 615 0$aWomen$xEconomic conditions. 615 0$aWomen$xSocial conditions. 615 0$aWomen$xSocial conditions. 615 0$aTaxation 615 0$aTaxation 615 0$aFiscal policy 615 0$aFiscal policy 615 7$aEconomics of Gender 615 7$aEducation 615 7$aEducation: General 615 7$aExpenditure 615 7$aExpenditures, Public 615 7$aGender studies 615 7$aGender 615 7$aHealth care spending 615 7$aHealth economics 615 7$aHealth 615 7$aHealth: General 615 7$aNational Government Expenditures and Health 615 7$aNational Government Expenditures and Related Policies: General 615 7$aNon-labor Discrimination 615 7$aPublic finance & taxation 615 7$aPublic Finance 615 7$aWomen & girls 615 7$aWomen 615 7$aWomen's Studies 700 $aLaframboise$b Nicole$01816347 701 $aTrumbic$b Tea$01816348 712 02$aInternational Monetary Fund.$bMiddle East and Central Asia Dept. 801 0$bDcWaIMF 906 $aBOOK 912 $a9910964374203321 996 $aThe Effects of Fiscal Policieson the Economic Development of Women in the Middle East and North Africa$94372369 997 $aUNINA
