Based on country evidence, cost of and access to finance are found to be the main channels of transmission of the financial crisis, affecting in particular pipeline PPP projects. Possible measures to help PPPs during the crisis include contract extensions, output-based subsidies, revenue enhancements and step-in rights. To limit government's exposure to risk, while preserving private partner's efficiency incentives, intervention measures should be consistent with the wider fiscal policy stance, be contingent on specific circumstances, and be adequately costed and budgeted. Governments should be compensated for taking on additional risk. 410 0$aIMF Working Papers; Working Paper ;$vNo. 2009/144 606 $aPublic-private sector cooperation 606 $aGlobal Financial Crisis, 2008-2009 606 $aAccounting$2imf 606 $aBanks and Banking$2imf 606 $aBusiness Fluctuations$2imf 606 $aCapital and Ownership Structure$2imf 606 $aCycles$2imf 606 $aEconomic & financial crises & disasters$2imf 606 $aExchange rate risk$2imf 606 $aExpenditure$2imf 606 $aFinance, Public$2imf 606 $aFinancial Crises$2imf 606 $aFinancial crises$2imf 606 $aFinancial regulation and supervision$2imf 606 $aFinancial reporting, financial statements$2imf 606 $aFinancial Risk and Risk Management$2imf 606 $aFinancial Risk Management$2imf 606 $aFinancial risk management$2imf 606 $aFinancial services law & regulation$2imf 606 $aFinancial statements$2imf 606 $aFinancing Policy$2imf 606 $aGoodwill$2imf 606 $aGovernmental Loans, Loan Guarantees, Credits, and Grants$2imf 606 $aMarket risk$2imf 606 $aNational Government Expenditures and Related Policies: Infrastructures$2imf 606 $aOther Public Investment and Capital Stock$2imf 606 $aProject Evaluation$2imf 606 $aPublic Administration$2imf 606 $aPublic finance & taxation$2imf 606 $aPublic Finance$2imf 606 $aPublic financial management (PFM)$2imf 606 $aPublic investment and public-private partnerships (PPP)$2imf 606 $aPublic Sector Accounting and Audits$2imf 606 $aPublic-private sector cooperation$2imf 606 $aPublicly Provided Goods: Mixed Markets$2imf 606 $aSocial Discount Rate$2imf 606 $aValue of Firms$2imf 607 $aCanada$2imf 615 0$aPublic-private sector cooperation. 615 0$aGlobal Financial Crisis, 2008-2009. 615 7$aAccounting 615 7$aBanks and Banking 615 7$aBusiness Fluctuations 615 7$aCapital and Ownership Structure 615 7$aCycles 615 7$aEconomic & financial crises & disasters 615 7$aExchange rate risk 615 7$aExpenditure 615 7$aFinance, Public 615 7$aFinancial Crises 615 7$aFinancial crises 615 7$aFinancial regulation and supervision 615 7$aFinancial reporting, financial statements 615 7$aFinancial Risk and Risk Management 615 7$aFinancial Risk Management 615 7$aFinancial risk management 615 7$aFinancial services law & regulation 615 7$aFinancial statements 615 7$aFinancing Policy 615 7$aGoodwill 615 7$aGovernmental Loans, Loan Guarantees, Credits, and Grants 615 7$aMarket risk 615 7$aNational Government Expenditures and Related Policies: Infrastructures 615 7$aOther Public Investment and Capital Stock 615 7$aProject Evaluation 615 7$aPublic Administration 615 7$aPublic finance & taxation 615 7$aPublic Finance 615 7$aPublic financial management (PFM) 615 7$aPublic investment and public-private partnerships (PPP) 615 7$aPublic Sector Accounting and Audits 615 7$aPublic-private sector cooperation 615 7$aPublicly Provided Goods: Mixed Markets 615 7$aSocial Discount Rate 615 7$aValue of Firms 676 $a302.1;302.14 712 02$aInternational Monetary Fund.$bFiscal Affairs Dept. 801 0$bDcWaIMF 906 $aBOOK 912 $a9910957185503321 996 $aThe Effects of the Financial Crisison Public-Private Partnerships$94371596 997 $aUNINA
