REFERENCES 330 3 $aA common dilemma facing governments around the world is how to meet the sizeable fiscal costs of providing and maintaining infrastructure networks. Over the past decade, developed and developing countries have looked to fiscal rules, budgetary reforms, tax policy and administration measures, public-private partnerships and other innovative financial instruments to raise additional finance for infrastructure investment. This paper looks at the range of options for raising the financing to meet Tanzania's infrastructure needs. It begins with a brief survey of the evidence on the relationship between infrastructure, public investment, and economic growth, and then goes on to consider the case for additional infrastructure investment in Tanzania. The second part of the paper looks at five broad options for mobilizing additional resources to meet Tanzania's infrastructure needs: (i) direct private investment and PPPs, (ii) expenditure reprioritization and efficiency, (iii) domestic revenue mobilization, (iv) external grants and concessional financing, and (v) sovereign borrowing on domestic or international credit markets. The paper concludes with some general recommendations on what combination of the above approaches might be suitable for Tanzania. 410 0$aIMF Working Papers; Working Paper ;$vNo. 2008/256 606 $aInfrastructure (Economics)$zTanzania 606 $aFiscal policy$zTanzania 606 $aInfrastructure$2imf 606 $aPublic Finance$2imf 606 $aInvestment$2imf 606 $aCapital$2imf 606 $aIntangible Capital$2imf 606 $aCapacity$2imf 606 $aNational Government Expenditures and Related Policies: Infrastructures$2imf 606 $aOther Public Investment and Capital Stock$2imf 606 $aDebt$2imf 606 $aDebt Management$2imf 606 $aSovereign Debt$2imf 606 $aNational Government Expenditures and Related Policies: General$2imf 606 $aPublic finance & taxation$2imf 606 $aMacroeconomics$2imf 606 $aPublic investment and public-private partnerships (PPP)$2imf 606 $aPublic debt$2imf 606 $aPublic investment spending$2imf 606 $aExpenditure$2imf 606 $aSaving and investment$2imf 606 $aPublic-private sector cooperation$2imf 606 $aDebts, Public$2imf 606 $aPublic investments$2imf 606 $aExpenditures, Public$2imf 607 $aTanzania$xEconomic policy 607 $aTanzania$xEconomic conditions 607 $aTanzania, United Republic of$2imf 615 0$aInfrastructure (Economics) 615 0$aFiscal policy 615 7$aInfrastructure 615 7$aPublic Finance 615 7$aInvestment 615 7$aCapital 615 7$aIntangible Capital 615 7$aCapacity 615 7$aNational Government Expenditures and Related Policies: Infrastructures 615 7$aOther Public Investment and Capital Stock 615 7$aDebt 615 7$aDebt Management 615 7$aSovereign Debt 615 7$aNational Government Expenditures and Related Policies: General 615 7$aPublic finance & taxation 615 7$aMacroeconomics 615 7$aPublic investment and public-private partnerships (PPP) 615 7$aPublic debt 615 7$aPublic investment spending 615 7$aExpenditure 615 7$aSaving and investment 615 7$aPublic-private sector cooperation 615 7$aDebts, Public 615 7$aPublic investments 615 7$aExpenditures, Public 676 $a363 700 $aTer-Minassian$b Teresa$0122830 701 $aHughes$b Richard$090851 701 $aHajdenberg$b Alejandro$01706799 801 0$bDcWaIMF 906 $aBOOK 912 $a9910827361803321 996 $aCreating Sustainable Fiscal Space for Infrastructure$94094532 997 $aUNINA
