It finds that declines in debt-service help raise social expenditures, but no relationship between grants and social expenditures. Moreover, since the mid-1980s, lowincome countries have managed to fully insulate social expenditures from the effects of budgetary tightening. The magnitude of the impact of these effects on social expenditures, however, is dwarfed by the resources needed to enable these countries to reach the Millennium Development Goals. 410 0$aIMF Working Papers; Working Paper ;$vNo. 2006/180 606 $aDebt relief$zDeveloping countries 606 $aSocial security$zDeveloping countries 606 $aBudgeting$2imf 606 $aPublic Finance$2imf 606 $aNational Government Expenditures and Related Policies: General$2imf 606 $aNational Government Expenditures and Education$2imf 606 $aNational Government Expenditures and Health$2imf 606 $aNational Budget$2imf 606 $aBudget Systems$2imf 606 $aHealth: General$2imf 606 $aPublic finance & taxation$2imf 606 $aBudgeting & financial management$2imf 606 $aHealth economics$2imf 606 $aExpenditure$2imf 606 $aEducation spending$2imf 606 $aHealth care spending$2imf 606 $aBudget planning and preparation$2imf 606 $aHealth$2imf 606 $aExpenditures, Public$2imf 606 $aBudget$2imf 607 $aGuyana$2imf 615 0$aDebt relief 615 0$aSocial security 615 7$aBudgeting 615 7$aPublic Finance 615 7$aNational Government Expenditures and Related Policies: General 615 7$aNational Government Expenditures and Education 615 7$aNational Government Expenditures and Health 615 7$aNational Budget 615 7$aBudget Systems 615 7$aHealth: General 615 7$aPublic finance & taxation 615 7$aBudgeting & financial management 615 7$aHealth economics 615 7$aExpenditure 615 7$aEducation spending 615 7$aHealth care spending 615 7$aBudget planning and preparation 615 7$aHealth 615 7$aExpenditures, Public 615 7$aBudget 700 $aThomas$b Alun$01098448 712 02$aInternational Monetary Fund.$bPolicy Development and Review Dept. 801 0$bDcWaIMF 906 $aBOOK 912 $a9910826311403321 996 $aDo Debt-Service Savings and Grants Boost Social Expenditures$94025909 997 $aUNINA
