Beginning with the ethics of emergencies facing individuals, he explores the range of effective and legitimate private emergency response and its relation to public institutions, such as national governments. He develops a theory of the response of governments to public emergencies which indicates the possibility of a democratic politics that is liberal but that takes seriously threats to life and limb from public disorder, crime or terrorism. Informed by Hobbes, Schmitt and Walzer, but substantially different from them, the book widens the justification for recourse to normally forbidden measures, without resorting to illiberal politics. This book will interest students of politics, philosophy, international relations and law. 517 3 $aEmergencies & Politics 606 $aWar and emergency powers$xPhilosophy 606 $aDemocracy 606 $aLiberalism 606 $aRule of law 615 0$aWar and emergency powers$xPhilosophy. 615 0$aDemocracy. 615 0$aLiberalism. 615 0$aRule of law. 676 $a363.3401 686 $aPOL010000$2bisacsh 700 $aSorell$b Tom$0280111 801 0$bUkCbUP 801 1$bUkCbUP 906 $aBOOK 912 $a9910826002203321 996 $aEmergencies and politics$94048122 997 $aUNINA
