Why do some instances of judicial reform appear lead to the development of a powerful judiciary while others have failed to do so? In her careful analysis, Finkel shows that while ruling parties can be induced to initiate judicial reforms (constitutional revisions), they often prove unwilling to implement these constitutional changes (by enacting required legislation). However, ruling parties that believe they are unlikely to maintain political power have a strong rationale for implementing meaningful judicial reform as an "insurance policy." Finkel's research suggests that as the ruling party's probability of reelection declines, the likelihood of reforms that result in an empowered judiciary increases."--Jacket 606 $aJustice, Administration of$zLatin America 606 $aPolitical questions and judicial power$zLatin America 606 $aJustice, Administration of$zArgentina 606 $aJustice, Administration of$zPeru 606 $aJustice, Administration of$zMexico 607 $aLatin America$xPolitics and government$y1980- 615 0$aJustice, Administration of 615 0$aPolitical questions and judicial power 615 0$aJustice, Administration of 615 0$aJustice, Administration of 615 0$aJustice, Administration of 676 $a347.8 700 $aFinkel$b Jodi S$01691937 712 02$aHelen Kellogg Institute for International Studies. 801 0$bMiAaPQ 801 1$bMiAaPQ 801 2$bMiAaPQ 906 $aBOOK 912 $a9910824933503321 996 $aJudicial reform as political insurance$94068677 997 $aUNINA
