From the inability of European powers to form an alliance that would stop Hitler in the 1930s, to the present inability of Ukraine to join NATO, states frequently attempt but fail to form alliance treaties. This text sheds new light on the purpose of alliance treaties by recognizing that such treaties come from negotiations, and that negotiations can end in failure. It identifies two conditions that result in non-agreement: major incompatibilities in the internal war plans of the participants, and attractive alternatives to a negotiated agreement for various parties to the negotiations. As a result, the work focuses on a group of states largely ignored by scholars: states that have attempted to form alliance treaties but failed. 410 0$aCornell scholarship online. 606 $ainternational conflict$9eng$2EUROVOC 606 $asettlement of disputes$9eng$2EUROVOC 606 $aarms limitation$9eng$2EUROVOC 606 $ainternational negotiations$9eng$2EUROVOC 606 $apeace$9eng$2EUROVOC 606 $ageopolitics$9eng$2EUROVOC 606 $amilitary intervention$9eng$2EUROVOC 606 $aforeign policy$9eng$2EUROVOC 606 $aUkraine$9eng$2EUROVOC 606 $aNATO$9eng$2EUROVOC 606 $aConflits internationaux$9fre$2ECLAS 606 $aArbitrage international$9fre$2ECLAS 606 $aDisarmament$9eng$2ECLAS 606 $aNégociations internationales$9fre$2ECLAS 606 $aActivité militaire$9fre$2ECLAS 606 $aAide militaire$9fre$2ECLAS 606 $aPaix$9fre$2ECLAS 606 $aAlliances 606 $aTreaties$xInterpretation and construction 606 $aInternational organization 606 $aSecurity, International 610 $asecurity studies, diplomacy, NATO, war plans, Europe, WWI, WWII. 615 7$ainternational conflict 615 7$asettlement of disputes 615 7$aarms limitation 615 7$ainternational negotiations 615 7$apeace 615 7$ageopolitics 615 7$amilitary intervention 615 7$aforeign policy 615 7$aUkraine 615 7$aNATO 615 7$aConflits internationaux 615 7$aArbitrage international 615 7$aDisarmament 615 7$aNégociations internationales 615 7$aActivité militaire 615 7$aAide militaire 615 7$aPaix 615 0$aAlliances. 615 0$aTreaties$xInterpretation and construction. 615 0$aInternational organization. 615 0$aSecurity, International. 676 $a327.1/16 700 $aPoast$b Paul$01606271 801 0$bStDuBDS 801 1$bStDuBDS 906 $aBOOK 912 $a9910821762903321 996 $aArguing about alliances$93931975 997 $aUNINA
