To change the right of accommodation in the psychiatric hospital acc. § 63 StGB is a discussion draft of the federal-state working group before. However, it must be asked if and when changes in individual regulations do not lead to a change in the two-lane sanction system per se. For this reason, the Criminal Science Colloquium in 2014 set itself the task of focusing on the system of custodial sanctions as a whole and of identifying any possible need for reform. The annual Criminal Science Colloquium takes up current topics in the field of the entire criminal law and wants to enrich the technical discussion through scientific exchange. Zu fragen ist jedoch, ob und wann Veränderungen einzelner Vorschriften nicht auch zu einer Veränderung des zweispurigen Sanktionensystems an sich führen.
