It analyzes the institutional framework for oil sector development, which applies Milton Friedman's permanent income hypothesis to the management of oil resources. São Tomé and Príncipe is the first country in Africa to adopt this rule. Finally, the paper offers a preliminary quantitative analysis of the impact of oil sector development on government consumption and savings. It shows that the country's oil wealth could be significant, which would enable sustainable government consumption and intergenerational equity through a gradual buildup of the Permanent Fund for Future Generations. 410 0$aIMF Working Papers; Working Paper ;$vNo. 2006/183 606 $aIncome$zSao Tome and Principe 606 $aConsumption (Economics)$zSao Tome and Principe 606 $aInvestments: Energy$2imf 606 $aMacroeconomics$2imf 606 $aTaxation$2imf 606 $aIndustries: Energy$2imf 606 $aEnergy: General$2imf 606 $aBusiness Taxes and Subsidies$2imf 606 $aMacroeconomics: Production$2imf 606 $aEnergy: Demand and Supply$2imf 606 $aPrices$2imf 606 $aMacroeconomics: Consumption$2imf 606 $aSaving$2imf 606 $aWealth$2imf 606 $aInvestment & securities$2imf 606 $aPublic finance & taxation$2imf 606 $aPetroleum, oil & gas industries$2imf 606 $aOil$2imf 606 $aOil, gas and mining taxes$2imf 606 $aOil production$2imf 606 $aOil prices$2imf 606 $aGovernment consumption$2imf 606 $aPetroleum industry and trade$2imf 606 $aConsumption$2imf 606 $aEconomics$2imf 607 $aSão Tomé and Príncipe, Democratic Republic of$2imf 615 0$aIncome 615 0$aConsumption (Economics) 615 7$aInvestments: Energy 615 7$aMacroeconomics 615 7$aTaxation 615 7$aIndustries: Energy 615 7$aEnergy: General 615 7$aBusiness Taxes and Subsidies 615 7$aMacroeconomics: Production 615 7$aEnergy: Demand and Supply 615 7$aPrices 615 7$aMacroeconomics: Consumption 615 7$aSaving 615 7$aWealth 615 7$aInvestment & securities 615 7$aPublic finance & taxation 615 7$aPetroleum, oil & gas industries 615 7$aOil 615 7$aOil, gas and mining taxes 615 7$aOil production 615 7$aOil prices 615 7$aGovernment consumption 615 7$aPetroleum industry and trade 615 7$aConsumption 615 7$aEconomics 700 $aSegura Vasi$b Alonso$01632000 801 0$bDcWaIMF 906 $aBOOK 912 $a9910819873103321 996 $aManagement of Oil Wealth Under the Permanent Income Hypothesis$93970896 997 $aUNINA
