Many countries that once staunchly opposed shared export controls and their perceived threat to political and economic autonomy are now beginning to embrace numerous agreements, such as the ATT and the EU Code of Conduct. Jennifer L. Erickson explores the reasons top arms-exporting democracies have put aside past sovereignty, security, and economic worries in favor of humanitarian arms transfer controls, and she follows the early effects of this about-face on export practice. She begins with a brief history of failed arms export control initiatives and then tracks arms transfer trends over time. Pinpointing the normative shifts in the 1990's that put humanitarian arms control on the table, she reveals that these states committed to these policies out of concern for their international reputations. She also highlights how arms trade scandals threaten domestic reputations and thus help improve compliance. Using statistical data and interviews conducted in France, Germany, Belgium, the United Kingdom, and the United States, Erickson challenges existing IR theories of state behavior while providing insight into the role of reputation as a social mechanism and the importance of government transparency and accountability in generating compliance with new norms and rules. 606 $aArms transfers$xLaw and legislation 606 $aArms control 606 $aExport controls 606 $aHuman rights 615 0$aArms transfers$xLaw and legislation. 615 0$aArms control. 615 0$aExport controls. 615 0$aHuman rights. 676 $a382/.456234 700 $aErickson$b Jennifer L.$01651870 801 0$bMiAaPQ 801 1$bMiAaPQ 801 2$bMiAaPQ 906 $aBOOK 912 $a9910819136503321 996 $aDangerous trade$94002115 997 $aUNINA LEADER 02264oam 2200577zu 450 001 9910872431703321 005 20241212214836.0 035 $a(CKB)111026746718380 035 $a(SSID)ssj0000455070 035 $a(PQKBManifestationID)12158148 035 $a(PQKBTitleCode)TC0000455070 035 $a(PQKBWorkID)10397996 035 $a(PQKB)10673676 035 $a(EXLCZ)99111026746718380 100 $a20160829d1997 uy 101 0 $aeng 181 $ctxt 182 $cc 183 $acr 200 10$a1997 Digest of the IEEE/LEOS Summer Topical Meetings, 11-15 August 1997 at the Queen Elizabeth Hotel, Montreal, Quebec, Canada 210 31$a[Place of publication not identified]$cInstitute of Electrical and Electronics Engineers$d1997 300 $aBibliographic Level Mode of Issuance: Monograph 311 08$a9780780338913 311 08$a078033891X 327 $aVertical-cavity lasers -- Technologies for a global information infrastructure -- WDM components technology -- Advanced semiconductor lasers and applications -- Gallium nitride materials, processing, and devices. 606 $aOptical communications$xIndustrial applications$vCongresses 606 $aOptoelectronic devices$vCongresses 606 $aLasers$vCongresses 606 $aIntegrated optics$vCongresses 606 $aBroadband communication systems$vCongresses 606 $aElectrical & Computer Engineering$2HILCC 606 $aTelecommunications$2HILCC 606 $aEngineering & Applied Sciences$2HILCC 615 0$aOptical communications$xIndustrial applications 615 0$aOptoelectronic devices 615 0$aLasers 615 0$aIntegrated optics 615 0$aBroadband communication systems 615 7$aElectrical & Computer Engineering 615 7$aTelecommunications 615 7$aEngineering & Applied Sciences 676 $a621.39 712 02$aOptical Society of America 712 02$aLasers and Electro-optics Society (Institute of Electrical and Electronics Engineers) 712 02$aInstitute of Electrical and Electronics Engineers 712 12$aLEOS Summer Topical Meetings 801 0$bPQKB 906 $aBOOK 912 $a9910872431703321 996 $a1997 Digest of the IEEE$92520710 997 $aUNINA
