Country Level Academic Ranking 330 3 $aThe paper provides a detailed description of a novel dataset on education attainment in public administrations covering the period 1981-2011 for 178 countries. The dataset uses information extracted from CVs for over 130,000 mid to senior level officials from mainly central banks and ministries of economy and finance. Our main finding is that there is little heterogeneity across regions when considering a non quality-adjusted measure of education attainment in public administrations. Adjusting our measure for quality, using a country wide academic ranking, reveals important cross-regional heterogeneity differing from that of standard measures of education attainment for the general population. The dataset also allows us to uncover important patterns in public administrations' education attainment along gender and seniority across regions. We further use the dataset to explore a few applications which provide some evidence of (i) the importance of salary incentives in attracting highly educated staff and (ii) a positive association between education attainment in public administrations and government effectiveness (e.g. higher tax revenue mobilization, limiting corruption, better public finance management and private market support). 410 0$aIMF Working Papers; Working Paper ;$vNo. 2012/231 606 $aEducation 606 $aEducational attainment 606 $aAggregate Human Capital$2imf 606 $aAggregate Labor Productivity$2imf 606 $aCivil service & public sector$2imf 606 $aCivil service$2imf 606 $aDemographic Economics: General$2imf 606 $aDemography$2imf 606 $aEconomic sectors$2imf 606 $aEducation$2imf 606 $aEducation: General$2imf 606 $aEfficiency$2imf 606 $aEmployment$2imf 606 $aFinance, Public$2imf 606 $aFiscal governance$2imf 606 $aFiscal Policy$2imf 606 $aFiscal policy$2imf 606 $aIntergenerational Income Distribution$2imf 606 $aInternational Lending and Debt Problems$2imf 606 $aLabor$2imf 606 $aMacroeconomic Policy, Macroeconomic Aspects of Public Finance, and General Outlook: General$2imf 606 $aMacroeconomics$2imf 606 $aOptimal Taxation$2imf 606 $aPopulation & demography$2imf 606 $aPopulation and demographics$2imf 606 $aPopulation$2imf 606 $aPublic Enterprises$2imf 606 $aPublic sector$2imf 606 $aPublic-Private Enterprises$2imf 606 $aUnemployment$2imf 606 $aWages$2imf 607 $aUnited States$2imf 615 0$aEducation. 615 0$aEducational attainment. 615 7$aAggregate Human Capital 615 7$aAggregate Labor Productivity 615 7$aCivil service & public sector 615 7$aCivil service 615 7$aDemographic Economics: General 615 7$aDemography 615 7$aEconomic sectors 615 7$aEducation 615 7$aEducation: General 615 7$aEfficiency 615 7$aEmployment 615 7$aFinance, Public 615 7$aFiscal governance 615 7$aFiscal Policy 615 7$aFiscal policy 615 7$aIntergenerational Income Distribution 615 7$aInternational Lending and Debt Problems 615 7$aLabor 615 7$aMacroeconomic Policy, Macroeconomic Aspects of Public Finance, and General Outlook: General 615 7$aMacroeconomics 615 7$aOptimal Taxation 615 7$aPopulation & demography 615 7$aPopulation and demographics 615 7$aPopulation 615 7$aPublic Enterprises 615 7$aPublic sector 615 7$aPublic-Private Enterprises 615 7$aUnemployment 615 7$aWages 676 $a300;332.1 700 $aArezki$b Rabah$01595842 701 $aLui$b Herbert$01770432 701 $aQuintyn$b Marc$0247373 701 $aToscani$b Frederik$01661145 801 0$bDcWaIMF 906 $aBOOK 912 $a9910812707803321 996 $aEducation Attainment in Public Administration Around the World$94251078 997 $aUNINA
