The analysis finds evidence of significant inefficiencies in Croatia's spending on health care and education, related to inadequate cost recovery, weaknesses in the financing mechanisms and institutional arrangements, weak competition in the provision of these services, and weaknesses in targeting public subsidies on health care and education. These inefficiencies suggest that government spending on health and education could be reduced without undue sacrifices in the quality of these services. The paper identifies ways to do that. 410 0$aIMF Working Papers; Working Paper ;$vNo. 2008/136 606 $aMedical care$zCroatia$xFinance 606 $aEducation$zCroatia$xFinance 606 $aPublic Finance$2imf 606 $aHealth Policy$2imf 606 $aEducation: General$2imf 606 $aNational Government Expenditures and Health$2imf 606 $aHealth: General$2imf 606 $aNational Government Expenditures and Education$2imf 606 $aAnalysis of Health Care Markets$2imf 606 $aPublic finance & taxation$2imf 606 $aEducation$2imf 606 $aHealth economics$2imf 606 $aHealth systems & services$2imf 606 $aHealth care spending$2imf 606 $aHealth$2imf 606 $aEducation spending$2imf 606 $aHealth care$2imf 606 $aExpenditures, Public$2imf 606 $aMedical care$2imf 607 $aCroatia$xAppropriations and expenditures 607 $aCroatia, Republic of$2imf 615 0$aMedical care$xFinance. 615 0$aEducation$xFinance. 615 7$aPublic Finance 615 7$aHealth Policy 615 7$aEducation: General 615 7$aNational Government Expenditures and Health 615 7$aHealth: General 615 7$aNational Government Expenditures and Education 615 7$aAnalysis of Health Care Markets 615 7$aPublic finance & taxation 615 7$aEducation 615 7$aHealth economics 615 7$aHealth systems & services 615 7$aHealth care spending 615 7$aHealth 615 7$aEducation spending 615 7$aHealth care 615 7$aExpenditures, Public 615 7$aMedical care 676 $a362.1 700 $aGunnarsson$b Victoria$01722284 701 $aJafarov$b Etibar$01722285 801 0$bDcWaIMF 906 $aBOOK 912 $a9910812625703321 996 $aGovernment Spending on Health Care and Education in Croatia$94122520 997 $aUNINA
