Due to the host state?s inability or unwillingness to provide protection, camps are often administered by the United Nations High Commissioner for Refugees (UNHCR) and its implementing partners. When a violation occurs in these situations, to which actors shall responsibility be allocated? Through an analysis of the International Law Commission?s work on international responsibility, Maja Janmyr argues that the ?primary? responsibility of states does not exclude the responsibilities of other actors. Using the example of Uganda, Janmyr questions the general assumption that ?unable and unwilling? is the same as ?unable or unwilling?, and argues for the necessity of distinguishing between these two scenarios. Doing so leads to different conclusions in terms of responsibility for the state, and therefore for UNHCR and its implementing partners. 410 0$aInternational Refugee Law Series$v1. 606 $aRefugees$xLegal status, laws, etc 606 $aResponsibility to protect (International law) 615 0$aRefugees$xLegal status, laws, etc. 615 0$aResponsibility to protect (International law) 676 $a362.87/56 700 $aJanmyr$b Maja$01159587 801 0$bMiAaPQ 801 1$bMiAaPQ 801 2$bMiAaPQ 906 $aBOOK 912 $a9910810548103321 996 $aProtecting civilians in refugee camps$94100146 997 $aUNINA LEADER 03921nam 22005533 450 001 9910987991303321 005 20241217084507.0 010 $a9781040230466 010 $a1040230466 010 $a9781040230497 010 $a1040230490 024 7 $a10.4324/9781003449492 035 $a(MiAaPQ)EBC31520093 035 $a(Au-PeEL)EBL31520093 035 $a(CKB)37023126400041 035 $a(NjHacI)9937023126400041 035 $a(ScCtBLL)c6c09983-67f2-4426-abfa-480085353918 035 $a(EXLCZ)9937023126400041 100 $a20241217d2024 uy 0 101 0 $aeng 135 $aurcnu|||||||| 181 $ctxt$2rdacontent 182 $cc$2rdamedia 183 $acr$2rdacarrier 200 10$aBeyond Virtual Production $eIntegrating Production Technologies 205 $a1st ed. 210 1$aOxford :$cTaylor & Francis Group,$d2024. 210 4$dİ2025. 215 $a1 online resource (0 pages) 311 08$a9781032582924 311 08$a1032582928 327 $aVirtual Production Studio Environments for Teaching, Research, and Creative Practice: An Introduction, Tully Barnett, Zoe?
