Although there are likely to be substantial efficiency gains from tariff reductions, these accrue mainly to higher income households. In addition, poor net rice sellers will lose from lower tariffs. Developing a system of well designed and implemented targeted direct transfers to poor households is thus likely to be a substantially more costeffective approach to poverty alleviation. Such an approach should be financed by switching revenue raising from rice tariffs to more efficient tax instruments. These policy conclusions are likely to be robust to the incorporation of general equilibrium considerations. 410 0$aIMF Working Papers; Working Paper ;$vNo. 2008/009 606 $aRice trade$zMadagascar$xEconometric models 606 $aTariff on farm produce$zMadagascar$xEconometric models 606 $aPoverty$zMadagascar$xEconometric models 606 $aInvestments: Commodities$2imf 606 $aExports and Imports$2imf 606 $aMacroeconomics$2imf 606 $aTaxation$2imf 606 $aTrade Policy$2imf 606 $aInternational Trade Organizations$2imf 606 $aAgriculture: General$2imf 606 $aPersonal Income, Wealth, and Their Distributions$2imf 606 $aTrade: General$2imf 606 $aMacroeconomics: Consumption$2imf 606 $aSaving$2imf 606 $aWealth$2imf 606 $aPublic finance & taxation$2imf 606 $aInvestment & securities$2imf 606 $aInternational economics$2imf 606 $aTariffs$2imf 606 $aAgricultural commodities$2imf 606 $aPersonal income$2imf 606 $aImports$2imf 606 $aConsumption$2imf 606 $aTariff$2imf 606 $aFarm produce$2imf 606 $aIncome$2imf 606 $aEconomics$2imf 607 $aMadagascar$xEconomic policy$xEconometric models 607 $aMadagascar$xEconomic conditions$xEconometric models 607 $aMadagascar, Republic of$2imf 615 0$aRice trade$xEconometric models. 615 0$aTariff on farm produce$xEconometric models. 615 0$aPoverty$xEconometric models. 615 7$aInvestments: Commodities 615 7$aExports and Imports 615 7$aMacroeconomics 615 7$aTaxation 615 7$aTrade Policy 615 7$aInternational Trade Organizations 615 7$aAgriculture: General 615 7$aPersonal Income, Wealth, and Their Distributions 615 7$aTrade: General 615 7$aMacroeconomics: Consumption 615 7$aSaving 615 7$aWealth 615 7$aPublic finance & taxation 615 7$aInvestment & securities 615 7$aInternational economics 615 7$aTariffs 615 7$aAgricultural commodities 615 7$aPersonal income 615 7$aImports 615 7$aConsumption 615 7$aTariff 615 7$aFarm produce 615 7$aIncome 615 7$aEconomics 676 $a330.9 700 $aDorosh$b Paul A$0661735 701 $aCoady$b David$0629944 701 $aMinten$b Bart$01623193 712 02$aInternational Monetary Fund.$bFiscal Affairs Dept. 801 0$bDcWaIMF 906 $aBOOK 912 $a9910808806203321 996 $aEvaluating Alternative Approaches to Poverty Alleviation$93957441 997 $aUNINA
