Sous-gouverneur puis gouverneur du Crédit foncier de France, Roger Goetze a été un acteur majeur de la politique de construction de logements. Distribués par le Crédit foncier à partir des années 1950, les prêts spéciaux à la construction, garantis par l'État, concourent à la résorption d'une crise du logement particulièrement aiguë au sortir de la guerre. Dans ces entretiens, il s'attache à présenter la création de ce « tiers secteur », ni tout à fait public, ni tout à fait privé, qui a permis à un grand nombre de Français d'accéder à la propriété. Bâtisseur de logements, Roger Goetze a été également un bâtisseur de villes. En 1965, alors que les questions d'aménagement du territoire et d'urbanisme sont un enjeu politique majeur, il accepte la présidence du Groupe central de planification urbaine chargé de mettre en oeuvre les « métropoles d'équilibre ». En 1970, il est nommé président du Groupe central des villes nouvelles créé pour coordonner le financement du projet. Comme il se plaît à l'évoquer : « Paul Delouvrier a inventé les villes nouvelles et je les ai financées ».
