The views expressed in this Working Paper are those of the author(s) and do not necessarily represent those of the IMF or IMF policy. Working Papers describe research in progress by the author(s) and are published to elicit comments and to further debate. A politically driven and ambitious decentralization program implemented by the authorities since the late 1990s has had mixed results in terms of enhancing service delivery. Paradoxically, concerns with the results of service delivery, partially driven by donors' requirements, have resulted in a deconcentrated system relying on conditional grants and unfunded mandates. This has reduced the incentives, responsibility, and ownership for local authorities to improve service delivery. Crucially, for functions where the local authorities have had full responsibility, better service quality has resulted than in those areas in which there are overlapping responsibilities between the center and the local authorities. 410 0$aIMF Working Papers; Working Paper ;$vNo. 2006/279 606 $aDecentralization in government$zUganda 606 $aFiscal policy$zUganda 606 $aIntergovernmental fiscal relations$zUganda 606 $aPublic Finance$2imf 606 $aHealth Policy$2imf 606 $aEducation: General$2imf 606 $aNational Government Expenditures and Related Policies: General$2imf 606 $aAnalysis of Health Care Markets$2imf 606 $aHealth: General$2imf 606 $aEducation$2imf 606 $aPublic finance & taxation$2imf 606 $aHealth systems & services$2imf 606 $aHealth economics$2imf 606 $aExpenditure$2imf 606 $aPublic financial management (PFM)$2imf 606 $aHealth care$2imf 606 $aHealth$2imf 606 $aExpenditures, Public$2imf 606 $aFinance, Public$2imf 606 $aMedical care$2imf 607 $aUganda$2imf 615 0$aDecentralization in government 615 0$aFiscal policy 615 0$aIntergovernmental fiscal relations 615 7$aPublic Finance 615 7$aHealth Policy 615 7$aEducation: General 615 7$aNational Government Expenditures and Related Policies: General 615 7$aAnalysis of Health Care Markets 615 7$aHealth: General 615 7$aEducation 615 7$aPublic finance & taxation 615 7$aHealth systems & services 615 7$aHealth economics 615 7$aExpenditure 615 7$aPublic financial management (PFM) 615 7$aHealth care 615 7$aHealth 615 7$aExpenditures, Public 615 7$aFinance, Public 615 7$aMedical care 700 $aBrosio$b Giorgio$039999 701 $aAhmad$b Ehtisham$0140761 701 $aGonzalez$b Maria$01485158 712 02$aInternational Monetary Fund.$bFiscal Affairs Dept. 801 0$bDcWaIMF 906 $aBOOK 912 $a9910788693003321 996 $aUganda$93823259 997 $aUNINA
