Our results suggest that the substantial reduction in the stock of external debt projected for highly indebted poor countries (HIPCs) would directly increase per capita income growth by about 1 percentage point per annum. Reductions in external debt service could also provide an indirect boost to growth through their effects on public investment. If half of all debt-service relief were channeled for such purposes without increasing the budget deficit, then growth could accelerate in some HIPCs by an additional 0.5 percentage point per annum. 410 0$aIMF Working Papers; Working Paper ;$vNo. 2003/249 606 $aDebts, External$zDeveloping countries 606 $aPublic investments$zDeveloping countries 606 $aExports and Imports$2imf 606 $aPublic Finance$2imf 606 $aInternational Lending and Debt Problems$2imf 606 $aEconomic Growth and Aggregate Productivity: General$2imf 606 $aNational Government Expenditures and Related Policies: Infrastructures$2imf 606 $aOther Public Investment and Capital Stock$2imf 606 $aDebt$2imf 606 $aDebt Management$2imf 606 $aSovereign Debt$2imf 606 $aInternational economics$2imf 606 $aPublic finance & taxation$2imf 606 $aPublic investment spending$2imf 606 $aDebt service$2imf 606 $aExternal debt$2imf 606 $aDebt burden$2imf 606 $aPublic debt$2imf 606 $aPublic investments$2imf 606 $aDebts, External$2imf 606 $aDebts, Public$2imf 607 $aDeveloping countries$xEconomic conditions 615 0$aDebts, External 615 0$aPublic investments 615 7$aExports and Imports 615 7$aPublic Finance 615 7$aInternational Lending and Debt Problems 615 7$aEconomic Growth and Aggregate Productivity: General 615 7$aNational Government Expenditures and Related Policies: Infrastructures 615 7$aOther Public Investment and Capital Stock 615 7$aDebt 615 7$aDebt Management 615 7$aSovereign Debt 615 7$aInternational economics 615 7$aPublic finance & taxation 615 7$aPublic investment spending 615 7$aDebt service 615 7$aExternal debt 615 7$aDebt burden 615 7$aPublic debt 615 7$aPublic investments 615 7$aDebts, External 615 7$aDebts, Public 700 $aNguyen$b Toan$01558667 701 $aClements$b Benedict$0122914 701 $aBhattacharya$b Rina$01546552 712 02$aInternational Monetary Fund.$bFiscal Affairs Dept. 801 0$bDcWaIMF 906 $aBOOK 912 $a9910788691203321 996 $aExternal Debt, Public Investment, and Growth in Low-Income Countries$93823244 997 $aUNINA
