The deficiencies of the Biological and Toxin Weapons Convention (BTWC) are in urgent need of attention: the BTWC is the central international agreement to prevent the proliferation of biological warfare programmes. Uniquely, this book is written by diplomats involved in the decade-long effort (1991-2001) in which State Parties to the BTWC tried to agree a Protocol to the Convention with legally binding measures to strengthen its effectiveness, and academics concerned with the negotiations. Just before negotiations foundered, when the Chairman's proposed text was virtually complete, the problems and proposed solutions were examined thoroughly, leading to this book. The book is wide-ranging in its review of the history of biological warfare, the reasons why the current biological revolution is of such concern, and the main features of the BTWC itself. The core of the book examines the key elements of the proposed protocol - declarations, visits, challenge-type investigations, and enhanced international cooperation - and the implications for government, industry and biodefence, giving us all a better understanding of what still remains to be done to avert a biowarfare catastrophe. 410 0$aNATO Science Series II: Mathematics, Physics and Chemistry,$x1568-2609 ;$v150 606 $aBiological arms control$xVerification 606 $aChemical arms control 606 $aTreaties, International$2HILCC 606 $aInternational Law$2HILCC 606 $aLaw, Politics & Government$2HILCC 615 0$aBiological arms control$xVerification 615 0$aChemical arms control 615 7$aTreaties, International 615 7$aInternational Law 615 7$aLaw, Politics & Government 676 $a341.7/35 702 $aChevrier$b Marie Isabelle 712 02$aSpringerLink (Online service) 801 0$bPQKB 906 $aBOOK 912 $a9910783440503321 996 $aThe implementation of legally binding measures to strengthen the biological and toxin weapons convention$93738421 997 $aUNINA LEADER 04387oam 2200697 450 001 9910786341903321 005 20200301073150.0 010 $a1-135-71783-4 010 $a1-283-84354-4 010 $a1-135-71776-1 010 $a0-203-72068-7 024 7 $a10.4324/9780203720684 035 $a(CKB)2670000000277180 035 $a(EBL)1075318 035 $a(OCoLC)821176243 035 $a(SSID)ssj0000783728 035 $a(PQKBManifestationID)11421965 035 $a(PQKBTitleCode)TC0000783728 035 $a(PQKBWorkID)10760188 035 $a(PQKB)10652324 035 $a(MiAaPQ)EBC1075318 035 $a(Au-PeEL)EBL1075318 035 $a(CaPaEBR)ebr10628893 035 $a(CaONFJC)MIL415604 035 $a(OCoLC)819378963 035 $a(OCoLC)1033609840 035 $a(FINmELB)ELB134415 035 $a(UkLoBP)BP0065950236 035 $a(EXLCZ)992670000000277180 100 $a20180706d2012 uy 0 101 0 $aeng 135 $aur|n|---||||| 181 $ctxt 182 $cc 183 $acr 200 10$aMasterplanning futures /$fLucy Bullivant 210 1$aLondon ;$aNew York, N.Y. :$cRoutledge,$d2012. 215 $a1 online resource (312 p.) 300 $aIncludes index. 311 $a0-415-55447-0 311 $a0-415-55446-2 327 $aIntroductory essay : masterplanning futures -- Post-industrial urban regeneration -- City centre and waterfront neighbourhoods -- Science and technology districts -- Post-disaster urban regeneration -- Social equity -- "Eco-cities" -- Landscape and landscape infrastructure-driven urban plans -- The water city -- Urban growth. 330 $a"Winner of the Urban Design Group's 2014 Book of the Year Award! In the past, spatial masterplans for cities have been fixed blueprints realized as physical form through conventional top down processes. These frequently disregarded existing social and cultural structures, while the old modernist planning model zoned space for home and work. At a time of urban growth, these models are now being replaced by more adaptable, mixed use plans dealing holistically with the physical, social and economic revival of districts, cities and regions. Through today's public participative approaches and using technologically enabled tools, contemporary masterplanning instruments embody fresh principles, giving cities a greater resilience and capacity for social integration and change in the future. Lucy Bullivant analyses the ideals and processes of international masterplans, and their role in the evolution of many different types of urban contexts in both the developed and developing world. Among the book's key themes are landscape-driven schemes, social equity through the reevaluation of spatial planning, and the evolution of strategies responding to a range of ecological issues and the demands of social growth. Drawing on first-hand accounts and illustrated throughout with colour photographs, plans and visualizations, the book includes twenty essays introduced by an extensive overview of the field and its objectives. These investigate plans including one-north Singapore, Masdar City in Abu Dhabi, Xochimilco in Mexico City and Waterfront Seattle, illuminating their distinct yet complementary integrated strategies. This is a key book for those interested in today's multiscalar masterplanning and conceptually advanced methodologies and principles being applied to meet the challenges and opportunities of the urbanizing world.
