This collection of essays presents analyses of the question from the economist's point of view. The essays fall into three groups. In the first of these, the authors examine the taxation of the mining and energy industries and show how the method of taxation chosen by different levels of government -- federal or provincial -- may be "non-neutral," distorting private output and timing decisions. The second group consists of careful case studies of the effects of particular natural resource taxation measures; the third focuses directly on the question of provincial and federal entitlement to resource revenues. Although arguments are advanced for linking the right to tax to the responsibility for management and control (at present vested in the provinces), most of the contributors would agree that the provinces should be regarded as stewards and bailiffs, not landlords; as rent collectors and managers, not "rentiers" and owners. 410 0$aBritish Columbia Institute for Economic Policy Analysis series ;$v3. 606 $aRevenue sharing$zCanada$vCongresses 606 $aIntergovernmental fiscal relations$zCanada$vCongresses 606 $aNatural resources$xTaxation$zCanada$vCongresses 615 0$aRevenue sharing 615 0$aIntergovernmental fiscal relations 615 0$aNatural resources$xTaxation 676 $a336.2/78/3338 700 $aScott$b Anthony$4aut$4http://id.loc.gov/vocabulary/relators/aut.$0141174 701 $aScott$b Anthony$f1923-$01471707 712 12$aVictoria Conference on Natural Resource Revenues$f(1975) 801 0$bMiAaPQ 801 1$bMiAaPQ 801 2$bMiAaPQ 906 $aBOOK 912 $a9910780545403321 996 $aNatural resource revenues$93731116 997 $aUNINA
