Dans ce contexte, les relations entre professionnels et usagers s'établissent autour de pactes définissant une manière de faire face aux situations chaotiques et au cortège d'épreuves (morales, pratiques, identitaires) qui en découlent. Les pactes relèvent d'une organisation discrète qui se construit dans les failles des institutions : autour des problèmes qu'elles s'avèrent incapables d'endiguer et dans les contours des normes inaccessibles qu'elles promeuvent.
