It is the outcome of an eight-year research project in which the nine authors of this book, some of whom came from within the studied communities, conducted their work among the studied populations over an extended period of time. The capabilities approach, much discussed theoretically, takes on a life in this project and is presented as an empirically observable phenomenon for assessing whether ICTs are serving actual needs, whether communication resources are justly allocated and distributed and whether they serve the goal of a universally accessible right to communicate. 410 0$aPalgrave Studies in Digital Inequalities,$x2731-3344 606 $aDigital media 606 $aInternet$xSocial aspects 606 $aMass media$xPolitical aspects 606 $aDigital and New Media 606 $aInternet Studies 606 $aMedia Policy and Politics 615 0$aDigital media. 615 0$aInternet$xSocial aspects. 615 0$aMass media$xPolitical aspects. 615 14$aDigital and New Media. 615 24$aInternet Studies. 615 24$aMedia Policy and Politics. 676 $a302.231 676 $a303.4833095694 700 $aSchejter$b Amit$01163202 701 $aShomron$b Baruch$01354706 701 $aAbu Jafar$b Muhammad$01354707 701 $aAbu Kaf$b Ghalia$01354708 701 $aMendels$b Jonathan$01354709 701 $aMolah$b Shulah$01862455 701 $aShacham$b Malka$01354711 701 $aAl Sharha$b Amneh$01354712 701 $aTirosh$b Noam$01354713 801 0$bMiAaPQ 801 1$bMiAaPQ 801 2$bMiAaPQ 912 $a9910717424203321 996 $aDigital Capabilities$94468722 997 $aUNINA
