This book assesses spatial planning in the second-tier cities of the country. Secondary cities are vital as they perform essential regional, and in some cases, global economic roles and help to distribute the population of a country more evenly across its surface. Apartheid planning left South African cities fragmented segregated and with low densities. Post-apartheid policies aim to reverse these realities by emphasising integration, higher densities and upgrading. Achieving these aims has been challenging and often the historical patterns continue. The evidence shows that two opposing patterns prevail, namely increased densities and continued urban sprawl. This book presents ten case studies of spatial planning and spatial transformation in secondary cities of South Africa. The book frames these case studies against complexity theory and suggests that the post-apartheid response to apartheid planning represents a linear deviation from history. The ten case studies then reveal how difficult it is for local decision-makers to find appropriate responses and how current responses often result in contradictory results. Often these cities are highly vulnerable and they find it difficult to plan in the context of uncertainty. The book also highlights how these cities find it difficult to stand on their own against the influence of interest groups (property developers, mining companies, traditional authorities, other spheres of government). The main reasons include weak municipal finance statements, the dependence on national and provincial government for capital expenditure, limited investment in infrastructure maintenance, the lack of planning capacity, the inability to implement plans and the unintended and sometimes contrary outcomes of post-apartheid planning policies. 606 $aCity & town planning - architectural aspects$2bicssc 610 $aSecondary cities 610 $aspatial transformation 610 $aSecondary cities and research and policy in South Africa 610 $aspatial planning 610 $aPost-apartheid spatial policy 610 $acomplex spaces 610 $aComplex adaptive systems 610 $aSocioecological systems 610 $aImplications for planning in complex systems 610 $aAdaptive co-evolution 610 $aCollaborative and adaptive planning and leadership 610 $aUrban sprawl 610 $aGated estates 610 $aDrakenstein Municipality?s spatial problems 610 $asprawl 610 $aPolicy for spatial containment 610 $aSpatial planning for the Limpopo energy hub 610 $aMining booms and busts 610 $aSettlement planning and housing policy for mining towns 610 $aInfrastructure 610 $aSpatial change 610 $aSpatial transformation and complexity 610 $aComplexity of planning in Mahikeng 610 $aPlanning in a difficult space 610 $aPolicy and planning frameworks 610 $aDemographics 610 $aPlanning for spatial transformation 610 $aMatjhabeng: planning in the face of the Free State Goldfields decline 610 $aContext and changes in Matjhabeng 610 $aWelkom?s economy and global market forces 610 $aSpatial changes in Matjhabeng 610 $a1990?2013 610 $aSpatial planning in Matjhabeng: 1994?2018 610 $aThe 2005/2006 spatial development framework 610 $aThe 2013 spatial development framework 610 $aThe 2015 Matjhabeng by-laws 610 $aPrecinct plans 610 $arealistic plans in a situation of economic stagnation 610 $aMbombela: a growing provincial capital and tourism destination 610 $aSpatial and population change 610 $aMunicipal infrastructure 610 $aMain spatial challenges 610 $aSpatial priorities and plans 610 $aN4 Maputo corridor 610 $aParticipatory planning 610 $aBalancing urban and rural land development 610 $aIntegrated development 610 $aMsunduzi: spatially integrating Kwazulu-Natal?s diverse capital 610 $athe contribution of the spatial development framework to spatial transformation 610 $aFactors affecting spatial change in Polokwane Local Municipality 610 $aSettlement hierarchy 610 $aCorridors and transportation 610 $aWater and sanitation infrastructure 610 $aSpatial planning problems in Rustenburg 610 $aInternal dynamics that hinder spatial transformation 610 $aExternal dynamics that hinder spatial transformation 610 $aQuality of the spatial development framework and planning process 610 $aSpatial planning and complexity lessons 610 $aComplexity as a lens to assess spatial planning instruments 610 $aInterconnected nodes and car-free transport 610 $aOptimal land use 610 $aResource custodianship 610 $aPromotion of agriculture and food production 610 $aand preservation of heritage 610 $aComplexity in spatial planning for Stellenbosch Municipality 610 $acomplexity theory and spatial change 615 7$aCity & town planning - architectural aspects 700 $aMarais$b Lochner$4edt$01236289 702 $aNel$b Verna$4edt 702 $aMarais$b Lochner$4oth 702 $aNel$b Verna$4oth 906 $aBOOK 912 $a9910639977203321 996 $aSpace and planning in secondary cities$93029024 997 $aUNINA
