La « régénération nationale » entreprise s?appuie alors sur une politique éducative qui aspire à créer de la modernité et de l?unité nationale. Civiliser et régénérer le peuple par l?école semble un pré-requis indispensable pour le rapprocher de normes et de formes de pensée considérées comme les seules voies vers le progrès. Le projet devient celui d?une « désindianisation » de la société. Création d?écoles publiques, nationalisation des programmes et des méthodes pédagogiques, premières initiatives étatiques en milieu rural, constitution d?un corps enseignant professionnalisé, sont quelques-unes des mesures de ces premières années. Le but initial semble être de fournir au plus grand nombre un bagage scolaire et culturel minimal. Mais ce projet homogénéisateur de la première décennie cède le pas, après 1910, à une politique éducative de la différenciation. Le blanchiment du peuple reste un idéal.
