Pourtant, le poids politique d?un Vallès ou d?un Malon reste bien marginal. Dans la décennie suivante, les enjeux électoraux deviennent primordiaux et exigeaient une étude complète et renouvelée des scrutins de 1889, 1893 et 1898. La victoire socialiste lors des législatives de 1893 est surtout celle des socialistes indépendants ; le programme de Saint-Mandé, accepté par la plupart des partis socialistes est une initiative de Millerand et la volonté d?unité de Jaurès est désormais primordiale. Loin des querelles qui déchiraient le vieux mouvement ouvrier français, ils apportent une efficacité nouvelle. On les a dit réformistes, anti-marxistes, fédéralistes, idéalistes?, plaquant sur des milliers de militants l?image de quelques leaders.
