Die Bundesregierung konnte zudem nicht verhindern, dass das Projekt einer NATO-Atomstreitmacht, das ihr eine Mitsprache bei der nuklearen Verteidigung Europas sichern sollte, in den Hintergrund gedrängt wurde. Zudem distanzierte sich Frankreich zunehmend von der NATO-Militärorganisation.
