Das Jahr begann vielversprechend für die »Große Koalition«. Am 31. Januar 1968 nahmen die Bundesrepublik Deutschland und Jugoslawien diplomatische Beziehungen auf. Die damit verbundenen Hoffnungen schienen sich weiter zu bestätigen, als in der Tschechoslowakei Reformkräfte die Regierungsgeschäfte übernahmen (»Prager Frühling«).
