Il vécut des longues années en France, d?abord comme représentant diplomatique, ensuite comme ambassadeur sans titres ni créances d?une conscience sud-américaine bien en avance sur son temps. Jean Jaurès, en visite en Argentine en 1911, lui rendit un hommage appuyé en affirmant que ses écrits appartenaient au trésor commun de l?esprit humain et qu?ils pouvaient côtoyer sans pâlir ceux de Tocqueville, Laboulaye, et même Montesquieu. Les pages de son livre Le crime de la guerre résonnent encore par leur pertinence et leur modernité. Entre autres mérites, il sut anticiper et dénoncer la dérive militariste qui marqua plusieurs pays d?Amérique du Sud. En 1844, ce penseur érudit et visionnaire formulait déjà un programme audacieux d?unité douanière, de monnaie unique et même d?une banque propre à la région latino-américaine.
