The Greek insolvency and creditor rights framework has improved since the onset of the crisis as a result of successive reforms. Nonetheless, it remains underutilized, fragmented, and distortive, and is not supported by an adequate institutional setting. This is because many of the reforms undertaken in recent years were not part of a coordinated and comprehensive nonperforming loan resolution strategy, but were instead piecemeal and taken without proper stakeholder consultation and impact analysis. Also, the frequent and uncoordinated reforms have undermined legal predictability and certainty. This situation of distress, if left unaddressed, affects enterprises, households and financial and public creditors by preventing investment, credit, and consumption from recovering. 410 0$aIMF Staff Country Reports; Country Report ;$vNo. 2017/041 606 $aBalance of payments$zGreece 606 $aFiscal policy$zGreece 606 $aTaxation$zGreece 606 $aFinance: General$2imf 606 $aLabor$2imf 606 $aPublic Finance$2imf 606 $aTaxation$2imf 606 $aDemography$2imf 606 $aSocial Security and Public Pensions$2imf 606 $aNonwage Labor Costs and Benefits$2imf 606 $aPrivate Pensions$2imf 606 $aTax Evasion and Avoidance$2imf 606 $aBankruptcy$2imf 606 $aLiquidation$2imf 606 $aTaxation, Subsidies, and Revenue: General$2imf 606 $aPensions$2imf 606 $aPublic finance & taxation$2imf 606 $aFinance$2imf 606 $aLabour$2imf 606 $aincome economics$2imf 606 $aPopulation & demography$2imf 606 $aPension spending$2imf 606 $aTax arrears management$2imf 606 $aSolvency$2imf 606 $aTax administration core functions$2imf 606 $aExpenditure$2imf 606 $aRevenue administration$2imf 606 $aFinancial sector policy and analysis$2imf 606 $aTax administration and procedure$2imf 606 $aDebt$2imf 606 $aRetirement$2imf 606 $aPopulation aging$2imf 606 $aIncome economics$2imf 607 $aGreece$2imf 615 0$aBalance of payments 615 0$aFiscal policy 615 0$aTaxation 615 7$aFinance: General 615 7$aLabor 615 7$aPublic Finance 615 7$aTaxation 615 7$aDemography 615 7$aSocial Security and Public Pensions 615 7$aNonwage Labor Costs and Benefits 615 7$aPrivate Pensions 615 7$aTax Evasion and Avoidance 615 7$aBankruptcy 615 7$aLiquidation 615 7$aTaxation, Subsidies, and Revenue: General 615 7$aPensions 615 7$aPublic finance & taxation 615 7$aFinance 615 7$aLabour 615 7$aincome economics 615 7$aPopulation & demography 615 7$aPension spending 615 7$aTax arrears management 615 7$aSolvency 615 7$aTax administration core functions 615 7$aExpenditure 615 7$aRevenue administration 615 7$aFinancial sector policy and analysis 615 7$aTax administration and procedure 615 7$aDebt 615 7$aRetirement 615 7$aPopulation aging 615 7$aIncome economics 676 $a382.1709495 801 0$bDcWaIMF 906 $aBOOK 912 $a9910165034903321 996 $aGREECE$9112492 997 $aUNINA
