We use narrative and formal methods. In addition, we analyze determinants of the duration of arrears. We find that previous arrears, reserves coverage, and institutional quality are among the main determinants of arrears. In addition, we identify a role for political developments, including civil unrest, which make arrears more likely to arise and to last longer. We conclude that improved macroeconomic conditions and turnaround of political fortunes would help to clear the currently remaining protracted arrears cases. 410 0$aIMF Working Papers; Working Paper ;$vNo. 2016/225 606 $aFinancial crises$xForecasting$xEconometric models 606 $aLoans, Foreign 606 $aEconometrics$2imf 606 $aExports and Imports$2imf 606 $aMacroeconomics$2imf 606 $aMoney and Monetary Policy$2imf 606 $aInternational Monetary Arrangements and Institutions$2imf 606 $aInternational Lending and Debt Problems$2imf 606 $aMonetary Policy, Central Banking, and the Supply of Money and Credit: General$2imf 606 $aPrice Level$2imf 606 $aInflation$2imf 606 $aDeflation$2imf 606 $aDiscrete Regression and Qualitative Choice Models$2imf 606 $aDiscrete Regressors$2imf 606 $aProportions$2imf 606 $aInternational economics$2imf 606 $aMonetary economics$2imf 606 $aEconometrics & economic statistics$2imf 606 $aArrears$2imf 606 $aExternal debt$2imf 606 $aCredit$2imf 606 $aCommodity price indexes$2imf 606 $aLogit models$2imf 606 $aMoney$2imf 606 $aPrices$2imf 606 $aEconometric analysis$2imf 606 $aDebts, External$2imf 606 $aPrice indexes$2imf 606 $aEconometric models$2imf 607 $aUnited States$2imf 615 0$aFinancial crises$xForecasting$xEconometric models. 615 0$aLoans, Foreign. 615 7$aEconometrics 615 7$aExports and Imports 615 7$aMacroeconomics 615 7$aMoney and Monetary Policy 615 7$aInternational Monetary Arrangements and Institutions 615 7$aInternational Lending and Debt Problems 615 7$aMonetary Policy, Central Banking, and the Supply of Money and Credit: General 615 7$aPrice Level 615 7$aInflation 615 7$aDeflation 615 7$aDiscrete Regression and Qualitative Choice Models 615 7$aDiscrete Regressors 615 7$aProportions 615 7$aInternational economics 615 7$aMonetary economics 615 7$aEconometrics & economic statistics 615 7$aArrears 615 7$aExternal debt 615 7$aCredit 615 7$aCommodity price indexes 615 7$aLogit models 615 7$aMoney 615 7$aPrices 615 7$aEconometric analysis 615 7$aDebts, External 615 7$aPrice indexes 615 7$aEconometric models 676 $a338.542 700 $aOeking$b Anne$01219799 701 $aSumlinski$b Mariusz$01449454 801 0$bDcWaIMF 906 $aBOOK 912 $a9910155014503321 996 $aArrears to the IMF ?
