This note presents the theoretical framework used to conduct incidence analysis of fuel price subsidy reform and presents a user-friendly tool for its application. This new tool requires limited inputs and has the advantage of using the commonly available software program Excel. The note presents an illustration based on the case of Brazil, using the 2005 household survey and input-output table. The results reinforce the typical finding that fuel subsidies benefit well-off households and that their removal would be progressive. 410 0$aTechnical Notes and Manuals; Technical Notes and Manuals ;$vNo. 2016/007 517 $aNew Tool for Distributional Incidence Analysis 606 $aAggregate Factor Income Distribution$2imf 606 $aConsumption$2imf 606 $aDeflation$2imf 606 $aEconomics$2imf 606 $aEnergy industries & utilities$2imf 606 $aEnergy subsidies$2imf 606 $aEnergy: Demand and Supply$2imf 606 $aExpenditure$2imf 606 $aExpenditures, Public$2imf 606 $aFuel prices$2imf 606 $aIncome$2imf 606 $aInflation$2imf 606 $aMacroeconomics$2imf 606 $aMacroeconomics: Consumption$2imf 606 $aNational accounts$2imf 606 $aPrice Level$2imf 606 $aPrices$2imf 606 $aPublic Finance$2imf 606 $aSaving$2imf 606 $aWealth$2imf 607 $aBrazil$2imf 615 7$aAggregate Factor Income Distribution 615 7$aConsumption 615 7$aDeflation 615 7$aEconomics 615 7$aEnergy industries & utilities 615 7$aEnergy subsidies 615 7$aEnergy: Demand and Supply 615 7$aExpenditure 615 7$aExpenditures, Public 615 7$aFuel prices 615 7$aIncome 615 7$aInflation 615 7$aMacroeconomics 615 7$aMacroeconomics: Consumption 615 7$aNational accounts 615 7$aPrice Level 615 7$aPrices 615 7$aPublic Finance 615 7$aSaving 615 7$aWealth 700 $aFabrizio$b Stefania$01103907 701 $aGoumilevski$b Alexei$01770164 701 $aKpodar$b Kangni$01193209 801 0$bDcWaIMF 906 $aBOOK 912 $a9910151746203321 996 $aA New Tool for Distributional Incidence Analysis$94247773 997 $aUNINA
