La presente relazione valuta se l'assistenza allo sviluppo fornita dall'UE nell'Africa subsahariana e nell'Asia meridionale abbia contribuito a migliorare l'accessibilità e la qualità dell'offerta d'istruzione di base e prende in esame le modalità con cui la Commissione ha programmato e monitorato la propria spesa. La relazione giunge alla conclusione che gli interventi dell'UE abbiano ottenuto alcuni dei miglioramenti attesi nell'istruzione di base nelle regioni considerate, ma in misura inferiore al previsto, e che la gestione della Commissione non abbia sempre garantito una programmazione e un'attuazione adeguate degli interventi di aiuto. La relazione contiene una serie di raccomandazioni tese a migliorare la gestione, da parte della Commissione, dell'assistenza allo sviluppo fornita dall'UE a favore dell'istruzione.
