Durante la partecipazione dell'Italia fascista alla guerra civile in Spagna dal 1936 al 1939 diresse l'Ufficio Spagna. A partire dallo scoppio della Seconda Guerra Mondiale e fino al giugno 1940 presiedette l'Ufficio Guerra Economica che si occupava dei problemi legati al blocco marittimo applicato da Francia e Inghilterra contro l'Italia. Dopo l'entrata in guerra, Ciano pose il diplomatico alla guida del Gabinetto Armistizio e Pace. Negli anni seguenti, tale ufficio fu competente per gli affari politici ed economici nelle zone d'occupazione italiane in Slovenia, Croazia, Dalmazia, Montenegro e Grecia.
