Dans le même temps, l'administration de l'armée subit quelques modifications, surtout à partir du moment où les États de Bretagne obtinrent la gestion du casernement et de l'étape, qu'ils confièrent à un organisme spécialisé, la commission intermédiaire. Par ailleurs, les responsables municipaux et paroissiaux jouaient un rôle décisif. Outre l'aspect administratif, cette étude s'intéresse également aux contraintes matérielles de la présence militaire. L'armée exigeait des fournitures. Alors que celles en hommes rencontraient peu de succès, les réquisitions matérielles dépendaient des quartiers des troupes et des routes empruntées, les autorités s'efforçant d'établir une certaine équité entre les contribuables. Le principe des charges militaires fut progressivement accepté, malgré des résistances incontestables. D'autre part, le contact entre société militaire et société civile favorisait l'intégration culturelle de la Bretagne à la France.
