Con este motivo durante los meses finales de 1987 un grupo de investigadores que trabajan sobre distintos aspectos de la problemática de la ciudad capital de Colombia, decidimos reunir-nos para discutir la posibilidad de un trabajo colectivo que tomara como objeto de su reflexión la ciudad de Bogotá. Esta idea fue promovida en el marco del Convenio Foro Nacional por Colombia-Instituto Francés de Estudios Andinos. De hecho las dos instituciones aportaron en las sesiones semanales o quincenales que se realizaron con el grupo de investigadores invitados a tomar parte en la idea de producir un texto que trabajase sobre temas relevantes de la ciudad. En este grupo de reflexión tomaron parte todos los autores del presente texto y además se contó siempre con la entusiasta participación de Samuel Jaramillo, a quien debemos un reconocimiento público, pues, muchas de sus observaciones a los borradores presentados a lo largo del año, fueron incorporadas en la versión final que hoy entregamos a nuestros lectores. También contamos con la presencia de Helena Useche y Ligia Castro, de la Unidad de Vivienda y Desarrollo Urbano de FORO. La Coordinación operativa del grupo, lo mismo que las actas y relatorías de todas las sesiones que realizamos desde septiembre de 1987 y hasta agosto de 1988, estuvo a cargo de Clara Rocío Rodríguez, asistente de investigación en el convenio FORO-IFEA. Ella fue la encargada, igualmente, de la documentación del conjunto del proyecto.
