This paper describes an MDG scenario that addresses both microeconomic and macroeconomic constraints, such as the need to boost sustainable growth, limit Dutch disease, formulate an exit strategy from aid dependency, enhance public financial management (PFM), and expand the supply of skilled labor. The paper will argue that a carefully sequenced MDG strategy is essential so that the scaled-up aid and public spending will remain in line with Ethiopia's absorptive capacity. 410 0$aIMF Working Papers; Working Paper ;$vNo. 2006/192 606 $aAbsorptive capacity (Economics)$zEthiopia 606 $aGovernment spending policy$zEthiopia 606 $aBudgeting$2imf 606 $aInfrastructure$2imf 606 $aPublic Finance$2imf 606 $aNational Government Expenditures and Related Policies: General$2imf 606 $aInvestment$2imf 606 $aCapital$2imf 606 $aIntangible Capital$2imf 606 $aCapacity$2imf 606 $aEducation: General$2imf 606 $aNational Budget$2imf 606 $aBudget Systems$2imf 606 $aPublic finance & taxation$2imf 606 $aMacroeconomics$2imf 606 $aEducation$2imf 606 $aBudgeting & financial management$2imf 606 $aExpenditure$2imf 606 $aPublic financial management (PFM)$2imf 606 $aBudget planning and preparation$2imf 606 $aExpenditures, Public$2imf 606 $aFinance, Public$2imf 606 $aSaving and investment$2imf 606 $aBudget$2imf 607 $aEthiopia, The Federal Democratic Republic of$2imf 615 0$aAbsorptive capacity (Economics) 615 0$aGovernment spending policy 615 7$aBudgeting 615 7$aInfrastructure 615 7$aPublic Finance 615 7$aNational Government Expenditures and Related Policies: General 615 7$aInvestment 615 7$aCapital 615 7$aIntangible Capital 615 7$aCapacity 615 7$aEducation: General 615 7$aNational Budget 615 7$aBudget Systems 615 7$aPublic finance & taxation 615 7$aMacroeconomics 615 7$aEducation 615 7$aBudgeting & financial management 615 7$aExpenditure 615 7$aPublic financial management (PFM) 615 7$aBudget planning and preparation 615 7$aExpenditures, Public 615 7$aFinance, Public 615 7$aSaving and investment 615 7$aBudget 700 $aMattina$b Todd$01546590 801 0$bDcWaIMF 906 $aBOOK 912 $a9910788415403321 996 $aMoney Isn?t Everything$93802290 997 $aUNINA
