Das Meer war über Jahrhunderte die Quelle von Reichtum und Macht für die Venezianer, während man dem eigenen Hinterland den Rücken kehrte. Dennoch hat Venedig seit dem 15. Jahrhundert durch Eroberung des Hinterlandes auch einen bedeutenden Flächenstaat, den Stato di Terraferma, geschaffen. Eine der wichtigsten Städte dieses Stato di Terraferma war Padua, einst selbst stolze Stadtrepublik und Sitz einer der ältesten Universitäten Europas. Wie alle italienischen Stadtrepubliken, bildete auch Padua- nach Jahrhunderten autonomer Rechtssetzung - einen eigenen Rechtskreis, dessen maßgebliche Normen in den städtischen Statuten niedergelegt waren. Mit der Entstehung des venezianischen Flächenstaates - wie der italienischen Flächenstaaten überhaupt - stellte sich nun die Frage, was mit den zahlreichen verschiedenen Rechtskreisen geschehen sollte. Sollten sie vereinheitlicht werden oder innerhalb des neuen politischen Gebildes nebeneinander bestehen bleiben? Wie wir wissen, haben die größeren Städte der venezianischen Terraferma früher oder später alle mit einer Reform ihrer Statuten reagiert.
