This paper provides a case study to help explain the SSR concepts that were recently formalized in U.S. Army Field Manual 3.07, "Stability Operations Doctrine." It provides insights into how the military interacts with host-nation governments, the United Nations, the State Department, and national embassies to solve today's complex problems. The author's experience revealed many pitfalls in security sector building and international team-building that we are trying to avoid today. The author points out the synergy that was lost because of a lack of coordination and understanding between government officials and nongovernmental organizations like aid groups, academia, and think tanks. 410 0$aPKSOI papers. 606 $aSecurity sector$zAfghanistan 606 $aIntergovernmental cooperation$zAfghanistan 606 $aSouth Asia$2HILCC 606 $aRegions & Countries - Asia & the Middle East$2HILCC 606 $aHistory & Archaeology$2HILCC 607 $aUnited States$xArmed Forces$zAfghanistan$xStability operations 615 0$aSecurity sector 615 0$aIntergovernmental cooperation 615 7$aSouth Asia 615 7$aRegions & Countries - Asia & the Middle East 615 7$aHistory & Archaeology 676 $a352.10981 700 $aHowk$b Jason C.$01352861 702 $aMcChrystal$b Stanley A. 712 02$aPeacekeeping and Stability Operations Institute, 712 02$aArmy War College (U.S.) Strategic Studies Institute, 801 0$bPQKB 906 $aBOOK 912 $a9910693430503321 996 $aA case study in security sector reform : learning from security sector reform$93204938 997 $aUNINA
