Il montre que la forme parlementaire possède les mêmes propriétés de base dans des régimes de nature pourtant différente, de sorte que les différences s’inscrivent dans un continuum et non dans une opposition. Ce comparatisme s’inscrit donc dans la suite des travaux insistant sur l’existence de dispositifs autoritaires dans les démocraties et de dispositifs démocratiques dans les régimes autoritaires.
