È l'ultima risposta normativa all'emergenza terrorismo. Si tratta di una materia assai complessa e articolata, atavicamente condizionata dall'emergenza e dall'urgenza, che negli ultimi quindici anni è stata interessata da altre due riforme, nel 2001 e nel 2005. La pubblicazione affronta tutta l'evoluzione della normativa in materia di terrorismo, ma il valore aggiunto dell'opera è rappresentato dalla seconda parte, prettamente "operativa", dedicata ad addetti ai lavori e a persone interessate al fenomeno sotto un profilo pratico.
